RULES AND
REGULATIONS
PLEASE NOTE:
THE OFFICERS OF THE LEAGUE RESERVE THE RIGHT TO INTERPRET, ENFORCE, CHANGE AND
MAKE EXCEPTIONS TO THESE RULES AS CIRCUMSTANCES WARRANT.
A. All league competitions, including tournaments and playoffs, will be conducted on a standard clock faced English bristle board. Boards with recessed doubles and triples rings will not be allowed. Each sponsor must have two (2) dart boards available for play during league competition, for each team sponsored for league play only.
B. The board will be firmly mounted and shall be placed 5 feet and 8 inches from the center of the cork/bull to the floor.
C. The diagonal distance from cork to the line should be 9 feet and 7-3/8 inches. The foul line shall be 7 feet and 9-1/4 inches from the surface of the board measured along the floor to the edge of the tape. A line, not less than 12 inches and not more than 36 inches, will be placed on the floor. A player wishing to throw a dart or darts, from a point on either side of the hockey line, must keep his feet behind an imaginary straight line extending from either side of the hockey line.
D. Lights must be affixed in such a way to brightly illuminate the board and reduce as many shadows as possible cast by the darts, preferably using a spot light. Lights should not physically impede the flight of the dart. Fluorescent lighting is prohibited.
E. The sponsor shall be responsible for the sheltering of the equipment for league competitions only. At the conclusion of the season, the dart boards then become the property of the sponsor.
F. It is the home team’s responsibility to provide a suitable scoring surface (i.e. chalkboard, posey board, paper, etc.) that shall be no smaller than 11 by 17 inches. This scoring surface shall be located so that the score can be easily read by players and spectators, and this visible scoreboard shall be the official scoreboard. If no scoreboard is available, it is grounds for forfeit if protested by the visiting team prior to the beginning of the match.
ARTICLE II - DATE
AND TIME OF MATCHES
A. Competition will begin on a date determined by the Officers of the League and the regular season schedule will continue every Tuesday thereafter, except Holidays, for the number of weeks determined to be the season length. A season will not exceed 24 weeks of actual play, excluding the playoffs.
B. Starting time for the first match is 7:30 P.M. SHARP. Line-ups must be listed prior to 7:30 p.m. so that the first match will commence promptly at 7:30 p.m.

C. No later than 30 minutes prior to 7:30 p.m. on a given night of play, the area shall be cleared of play by the home team captain and/or the management of the establishment and be declared open and available for players warm-up, at which time league boards must be installed. All warm-up activities to be completed by 7:30 p.m.
D. A match may be rescheduled during normal circumstances through mutual consent of the team captains provided notification is made to the Tavern Statistician 24 hours prior to match. Uncontrollable circumstances may prevent 24-hour notice, and then notice must be given as soon as possible. All rescheduled matches must be played within two weeks of the scheduled match. The Tavern Liaison will assign a date and time for the match if it is not rescheduled within two weeks. No rescheduled matches will exceed past seasons length without prior approval from the Board of Directors...
E. All teams will play according to published schedules. In the event of a tavern conflict on any evening of play, the home Team Captain will play at a place designated by the visiting team. However, the designated home team will be allowed the advantage.
ARTICLE III - TEAM
PROFILE AND SUBSTITUTES
A. A team shall consist of a roster of at least six (6), and no more than twelve (12) players, who will be registered with the League to play at a tavern accepted by the League as their sponsor. Changes in roster may be effected by notifying the Tavern Statistician and/or other appointed Officer in writing on proper forms provided by the League. For a team to regain its franchise, it must have no less than four (4) of its rostered shooters, each of whom must have played in more than 50% of the previous seasons matches (refer to Article XVIII-A).
B. Team rosters may be changed after the first five weeks of the season has been completed and then up until 2/3 of the season has been completed. No additions to a team’s roster will be allowed for any reason after that time, except under extreme or unpredictable circumstances and with the approval of the Officers of the League. All changes in a team roster must be made on proper forms and in the Tavern Statistician and/or other appointed Officer’s possession prior to match time. It is the Captain’s responsibility to verify roster changes with the Tavern Statistician prior to match time.
C. Any player who is dropped from a team roster and has played in at least three (3) matches will be ineligible to re-register with another team for the duration of that current season. A player who has not played for a team three (3) times and is dropped or chooses to leave, will be eligible for registration with another team. This change may only be made once during the season.
D. The team roster shall consist of each team’s member’s name, street address, e-mail address (if available), and telephone numbers and must be submitted to the Tavern Statistician at scheduled Captain’s meetings determined by the Board of Directors.
E. A player may only be listed on one (1) roster as of the first night of competition. That team will become the player’s official team with one (1) allowable change under Article III-C.

F. During playoffs, a sub must have shot for your team at least twice during the regular season to be eligible to shoot for your team in the playoffs. A listing of players eligible for the playoffs will be issued to all Captains of teams qualifying for the playoffs. A substitute is any person that is not a permanent rostered regular member of another team and who is not under suspension from the SCDL.
G. During the playoffs, any team that has not used a substitute during the regular season and a regular rostered member can not attend a match because of extreme circumstances; can submit to the board a request for a substitute they can use. This substitute has to be approved by the Board of Directors of the SCDL.
H. Substitute individual records will be compiled by the Statistician for informational purposes only. Only regular rostered team members are eligible for scoring achievements, trophies, newsletters and benefits from the SCDL.
I. Substitutes that were not rostered in the beginning of the year as regulars may be added to a roster as a permanent regular player with the proper paperwork and one who’s ability does not enhance the team’s profile beyond the general level of play in the respective division. All changes are subject to SCDL approval.
J. Yearbooks/Newsletters and any other league mailings will only be mailed out to the six regular players/shooters rostered on any team and the team sponsor.
ARTICLE IV - MATCH

A. A match is to consist of the following events:
Tier I - A & B Division - 18 point match

NOTE: Doubles matches will be played simultaneously. Boards should be used as they become
available. All 01 games are free in, double out, except for Scramble format when noted.
B. Singles line-ups – No advantage given to posting of singles line-ups. Prior to 7:30 PM on the night of play, the Two Team Captain will blind draw their line-up of 6 players and the order in which they will play for the Cricket and 401 singles. The Cricket line ups may be the same or different than the 401 depending on the blind draw. It is the Captain’s responsibility to keep the matches moving as smooth as possible. This may include shooting around some matches as players may already be involved in another singles match. (if playing short, refer to Article IV-D).
C. Doubles line-ups - No advantage is give to posting of doubles line-ups. The line-ups for the double Cricket matches do not have to be listed until the completion of the singles events. Prior to the doubles competition, the two Captains will independently list their teams. The order in which they will play will be blind draw. (This will AGAIN BE REPEATED for the doubles 01 matches in Tier III). The doubles line-ups for 501 can be the same or changed for the doubles Cricket. Either partner in any doubles match can cork to see which team goes first, but the player listed first must always start the match. So the players must be listed in the order in which they will be shooting each match of 501 and then Cricket, with the exception of A Division.
D. A player on the evening’s line-up does not have to be present when the line-up is posted. However, absent shooters and blank spots (in case of a team shooting short) may be inserted anywhere in the line-up regardless of whether the team is home or away (see Article V-D). A player must be ready to play immediately when his turn to play comes about. If a player is not present when his turn comes about, that game will be forfeited. If a player arrives late and his name is still listed, he may play in the remaining events, or a substitution may be made of the rostered player if that individual’s match has not been started. The replaced member may not play that evening. No substitution shall be made for any player who has already participated in any game that night for any reason.
E. A team must report to a match with at least five (5) players or a penalty will be declared (see Article V). A team having the minimum number of players, but unable to field a full team, will forfeit the respective number of points for individual games not played and for the teams events will miss one (1) turn each for each missing player in each round of play.

F. A cork/bull shoot
before each game will determine the individual or team to shoot first. The visiting team will always have choice on
shooting the cork/bull the first
game. The player who loses the game in best of 3 or best of 5 formats will
have cork choice in the next game.
In a cork/bull shoot, A DOUBLE CORK/BULL BEATS A SINGLE CORK/BULL. In the case of a tie, the cork/bull shoot
will be rethrown in reverse order (i.e., the player to shoot for cork/bull
first will shoot second and the player who shot for cork/bull second will shoot
first). The first player to throw will,
upon request of the second dart shooter, remove his dart from the cork/bull. Only a single or double cork/bull may be
pulled. Only a dart that bounces out or
falls out of the board may be rethrown in the cork/bull shoot. A dart not hitting the board is a foul and
cannot be rethrown. If the second
thrower dislodges the dart of the first thrower, a rethrow will be made with
the second thrower now throwing first.
Decision of the scorekeeper is final.
Darts may not be touched, moved or straightened out in any way while in
the board for a cork/bull throw. The
determination is made by where the dart touches the board without any moving or
straightening.
G. A player throwing the correct double to win (finish) an 01 game, wins the game regardless of further darts thrown.
H. Any dispute that arises during the course of an evening’s play must be settled in a private conference by the CAPTAINS ONLY!
ARTICLE V -
PENALTIES/FORFEITS
A. If a team fails to report due to unforeseen circumstances and has not made arrangements with the opposing Team Captain within 24 hours prior to the match to reschedule, that match must be made up within two weeks of the scheduled match. The Tavern Liaison will assign a date and time for the match if it is not rescheduled within two weeks. No rescheduled matches will exceed past seasons length without prior approval from the Board of Directors. The team that fails to show on a rescheduled match will be dropped from the League. All match points earned or lost against the dropped team will be null and void for that half.
B. Any Captain or acting team Captain who verifies a false score or knowingly uses an illegal player is subject to immediate suspension without appeal to be determined by the Board of Directors. In addition, the team using the illegal player will forfeit ALL MATCH POINTS including All Star points for that week. The points incurred by the illegal player’s team will be awarded to the opponent or opponents accordingly. It is the team’s responsibility to shoot with a blank if rostered players are not available.
1) If a team has been dropped from the League, (see Article V-A) all previous points will be removed. A BYE will exist for subsequent matches regarding that team. That team and all players will be ineligible to participate in the remainder of the season as well as the following year.
C. A team having the minimum of five (5) players but unable to field a full team will forfeit the respective number of points for individual games not played, and for the team events, will miss one (1) turn each for each missing player in each round of play.

D. In the event of a team playing short, at the time of the posting of the line-up, those missing players may be inserted anywhere in the line-up regardless of whether the team is home or away (see Article IV-D).
E. If all matches for any individual team are not completed/made-up by the playoffs, that team will lose their clambake tickets.
ARTICLE VI -
SCORING
A. The official scoreboard will be a visible one and it is the home team Captain’s responsibility to get all pertinent match information from the scoreboard before it is erased or the next match starts.
B. There should be a scorekeeper for every game. It is the home team’s responsibility to provide a scorekeeper for one board and the away team’s responsibility to provide a scorekeeper for the other board thus sharing the responsibility equally, but anyone, including spectators, may score a match if both teams are in agreement. Scorekeepers are not allowed to assist shooters OR distract shooters by words or gestures. Scorekeepers only responsibility is to total the score and inform players of a score or request.
C. There will be tally/score sheet provided for the results of the evening’s match. All Star Points and other pertinent information will be filled in on this tally/score sheet.
D. If a player is discovered to be throwing in violation of the foul line, that player is given a verbal warning by his opponent. After that warning, subsequent darts thrown in violation of the foul line will be invalid.
E. Any changes made to correct mistakes in scoring or calling must be affected before the next turn of the player or team against whom the mistake has been made, either in his favor or against.
F. In Doubles/Team events, no player may throw (during a Leg) until each of his teammates has completed his throw. If a player throws out of turn, the darts thrown DO NOT count and the turn must be rethrown by the correct player.
G. The Scorer may inform the thrower, when requested, what he has scored and/or what he has left. He MAY NOT inform the thrower what he has left in terms of number combinations. It IS permissible for a partner, teammate, or spectator to advise the thrower what they have left during the course of a match.

ARTICLE VII -
PROTESTS
A. The Captain of a team may file a protest for any irregularity in a match. The opposing team must be notified at the time of the protest, which the game from that point on is being played under protest. The point of protest must be clearly marked on the tally/score sheet and then the match must be played until its conclusion. In a protested match, BOTH Captains MUST sign the back of the tally/score sheet; however, on the front of the tally/score sheet, THE PROTESTING CAPTAIN MUST NOT SIGN and it must be noted that it is a protest.
B. Protests must be made in writing and postmarked to the President, Tavern Statistician or Tavern Liaison of the League within 48 hours of the match in protest.
C. If determined necessary by the Board, a quorum of no less than 2/3 members of the Divisional Liaisons together with the President and/or Vice President of the League and the Tavern Liaison shall hear the protest at their earliest convenience and render a decision in writing to both team Captains involved. Only those Captains or acting representatives are allowed to present or defend their positions. Any person holding a Divisional Liaison position that is affiliated with a rostered member of team involved will not be allowed to participate in the Protest Hearings as stated in the Salt City Dart League By-Laws.
ARTICLE VIII -
MATCH CANCELLATIONS
A. To check if all league matches have been canceled due to inclement weather conditions, contact the Tavern Statistician - 1-888-274-5829 -. A message will be recorded by 4:00 p.m.
B. If a team is prevented from attending match due to inclement weather conditions, RESCHEDULING between teams must be completed 24 hours prior to next scheduled match. Also, see RULE VB!!! Notification of this rescheduling must be made to the Tavern Statistician.
ARTICLE IX - TIES
AND SHOOT-OFFS
A. Should a tie for first place result after the last night of divisional shooting, a shoot-off will take place within 48 hours of the match or at a later date determined by the Board of Directors. A neutral tavern will be named by the Tavern Liaison and President of the League.
ARTICLE X -
CONSIDERATION
A. First consideration of teams to compete in the Salt City Dart League will be given to those teams who have participated in the previous seasons.
ARTICLE XI - FEES
AND PENALTIES
A. Any Captain, individual or sponsor whose dues and/or fines and/or penalties are not current at the start of the season will be ineligible to participate in the Salt City Dart League.
B. Any bad checks, inclusive of all bank charges incurred, must be made good within two (2) weeks, or that individual shall be declared ineligible to participate and a service charge of $20.00 will be charged. Sponsors and team members will be notified of any delinquencies.

ARTICLE XII -
LIABILITY
A. Liability for injury rests upon no
director or Officer of the Salt City Dart League and all participants and
sponsors who enter the Salt City Dart League do so with this understanding.
ARTICLE XIII -
CLAMBAKE/BANQUET
A. The clambake/banquet will be held within a reasonable time after the finish of the season with the location to be decided by the Salt City Dart League Board of Directors. A financial statement shall be prepared and made available to members at the clambake/banquet.
ARTICLE XIV -
TAVERNS/SPONSORS
A. All taverns will be registered with the understanding that it is subject to inspection by the Tavern Liaison and must be approved by the Board of Directors.
B. A tavern will be allowed to sponsor more than one (1) team provided the inspectors deem that they are able to handle more than one (1) match at a time with no problems and as scheduling allows.
C. Management/Sponsor will adequately store equipment when not in use for League play. Management/Sponsor and Captain of team will be responsible for clearing the shooting area by 7:00 p.m. on the night of play.
D. Taverns found unsuitable will be refunded registration fees unless they can comply with League requirements.
ARTICLE XV -
FRANCHISE
A. The franchise of a team shall be held by the team members with the Captain representing the franchise.
B. If a team determines to change a sponsor, a new sponsor will be provided with equipment and a fee will be charged to be determined by the Board.
ARTICLE XVI –
CAPTAIN’S RESPONSIBILITY
IT IS THE CAPTAIN’S RESPONSIBILITY TO READ
AND UNDERSTAND THE RULES AND REGULATIONS
A. The home Team Captain and Management/Sponsor is responsible for clearing of area making sure proper equipment is available at 7:00 p.m., one half-hour prior to start of the match.
B. The home Team Captain is responsible for insuring that the match goes underway on time.
C. The home Team Captain is responsible for calling in match scores to the Tavern Statistician no later than Wednesday noon, the day following the match. The Tavern Statistician’s phone number is on the tally/score sheet - -1-888-274-5829. (See Item I below for penalties).

D. The home Team Captain is responsible for entering match results, MVP and All Star Point information. The away Team Captain should verify all entries made prior to signing the score sheet.
E. The Team Captain is responsible for collection of dues and making them available at scheduled Registrations or Captain’s meetings as determined by the Board of Directors. The home Team Captain is also responsible for collecting signed tally/score sheets and mailing them to the Tavern Statistician within 48 hours after the match. Match result score sheet must be postmarked no later than 2 days after the match. (See Item I below for penalties).
F. The Team Captain’s are responsible to see that all conduct and match play is done in a responsible manner.
G. It is the Captain’s responsibility to verify roster changes with the Tavern Statistician prior to match time.
H. It is the team’s responsibility to make sure the Captain fulfills the above duties or to replace the Captain.
I. Failure to comply with Letter C and/or E will result in the following:
1) The Home team will be assessed a one (1) point penalty for EACH violation per week (i.e. calling in the score and/or mailing in the tally/score sheet) until the violation has been corrected, not to exceed total number of match points. These points will NOT be given to the opposing team.
ARTICLE XVII MOST VALUABLE PLAYER POINTS
1) Winning your individual Cricket match – 3 MVP Points.
2) Winning your individual 401 game - 3 MVP Points
3) Two (2) MVP Points in Tier I and III will be awarded to each player for winning best of three doubles.
4) In Tier II and IV, each player will be awarded (2) MVP Points for winning Cricket Doubles and another (2) MVP Points for winning the 501 Doubles.
1) High Out - 81 or more - Anytime a player doubles out with 81 or more points to end an 01 game, either in 401 or 501, he will earn 1 All Start Point.
2) High Score - The following high scores in either 401 or 501 will earn:

NOTE: High Score in a game that causes a BUST does not earn any All Star Points.

3) In Cricket, the following counts will be awarded all-star points as listed below:
a) 5 count – 1 all star point
b) 7 count – 2 all star points
c) 9 count – 3 all star points
d) 3 bulls – 1 all star point
e) 3 double bulls – (6 total) – 3 all star points
NOTE: To receive the above all
star points, the darts must count as hits and/or score in the cricket game.
4)
A player shooting against a blank for that
night will receive his/her ASP average or actual ASP’s, whichever is highest.
ARTICLE XIX -
LEAGUE PROFILE
A. At the beginning of each season when the number of participating teams is known, the Board of Directors will determine how the Tavern Division will be divided (number of divisions, number of teams per division, etc.) When this structure is being determined by the Board of Directors, it will strive to place teams of comparable ability. In making these determinations, the following will be considered:
1) A returning team’s past performance.
2) The past performance of a team’s players.
3) The relative strengths of the other teams in the divisions concerned.
B. To be a member of the Salt City Dart League Tavern Division, one must be at least 21 years of age.
1) If a team uses a person under the age of 21, it will be considered an illegal substitution which is an infraction of Rule VB.
ARTICLE XX - ETIQUETTE & CONDUCT
GUIDELINES
A. As members of the Salt City Dart League, all players are expected to handle themselves in a
Sportsmanlike, professional manner while participating in a match. Unfortunately, there have
been instances of unsportsmanlike behavior reported. Therefore, the following guidelines
have been set up to govern this behavior.
1) A player must inform their captain if they find another player's language or actions
offensive or distracting. That captain must in turn speak with the alleged offending
Player captain and request that the offensive language/action ceases.
2) If the offensive language and/or actions do not cease, the rest of the match will
be played under protest (See Article VII), and the tavern liaison will review the
situation with the Board of Directors.
3) Some examples of offensive/distracting language and/or actions would be inclusive
of swearing, taunting, sexual innuendos, loud noises (yelling, screaming, banging,
etc.) and fighting.
4) Penalties for such situations will be determined by the Board of Directors, up to and
including suspension from league play for the rest of the season, and forfeiture of all
rights to refunding of monies and forfeiture of clambake tickets.
